This document gives information on the second assignment for the course which is due on
Monday 1st May 2pm (date to be confirmed). Assignment 2 is worth 60% of the course

maximum word count is 3,000). The word count does not include the reference list.
Assignment 2
Choose a current example of a specific* public service in Scotland and explain the
background to the service, its aims, and how it is delivered. (This section should be brief –
ideally no more than 20 – 25% of the assignment)
Analyse how your chosen service might currently create and/or destroy value at different
levels (including: the macro societal level; the meso level of organisational actors; and the
micro level of individual actors).
What approaches** to public service re-design and / or service user engagement do you
think the managers of the service should take, in order to try to improve the service for the
future Discuss your choice of approaches and show their basis in the literature.
Conclude by exploring how your choice of service re-design and/or service user engagement
approaches** might improve the service and the creation of value in the future.

from the course
2. Synthesis and analysis of the academic public management literature
3. Critical analysis and discussion
4. Appropriateness of proposed approaches to service re-design and service user
engagement

Guidance
Choice of public service
Your choice of public service could be based upon a service you have personal experience
of during your time here in Scotland. Or alternatively you may find ideas for the service from
(for example) the websites of national or local public organisations, or the websites of
charities, voluntary organisations and NGOs. Please provide some identifying information
about the service, such as its website, so that the veracity of the organisation can be
confirmed if required.
*It will be better to choose a specific service rather than a broad complex service. So for
example if you were choosing a University service it would be better to choose a specific
service (for example the University Library Service), rather than the University as a whole.
Or if you wanted to focus on a Health Service, it would be better to choose a specific service
1
(for example services provided at your GP practice, or physiotherapy services) rather than
the NHS as a whole.
For your choice of service, do not use the examples we have discussed in detail during the
course or in tutorials such as: the Blackwood Housing Association’s Peoplehood project; the
Welfare Benefits Service in Scotland; and the new MSc course.
Approaches**
By approaches** we are referring to the types of methods or processes that coul
d be used to
redesign services or engage service users. Please propose what approach you think should
be used. You are not expected to say exactly how the service should be re-designed or what
a new version of the service should look like. You should instead refer to the type of service
re-design methods/processes/approaches and / or service user engagement
methods/processes/approaches that you are proposing should be used.
Resources
Remember to draw upon and reference ideas and theories from the course and from the
wider public management literature throughout your assignment. When analysing how your
service might create or destroy value, consider the Public Service Logic theory on value
creation that we have discussed on the course (e.g. the Public Service Logic book by
Osborne (2020); or in papers such as ‘Beyond co-production: value creation and public
services’ by Osborne et al (2021)). Provide a reference list at the end. You can choose a
referencing system, as long as you are consistent (Harvard referencing is usually used
within the Business School).
The resource list for the course gives you information about the three core texts and also a
list of some research papers that link to the themes of each week of the course. The
resource list can be found in the ‘Library Resources’ section of the Learn pages. In addition it
may be useful to refer to the highlighted readings and other resources in the weekly sections
in the ‘Course Materials’ area of the Learn page. Whilst you can also draw on other literature
beyond the resource list if you wish, it will be important to also refer to literature from the
course resource list. If you want to search for other literature, there are many different
academic journals in the public management field including the following:
Public Management Review
Public Money and Management
Public Administration
Public Administration Review
Social Policy & Administration
International Review of Public Administration
International Journal of Public Administration
In addition to the academic public management literature you may find information from the
grey literature such as government websites, or the websites of other organisations involved
in public services. Do remember the University of Edinburgh’s IAD website is also an
excellent source of advice on a range of topics including referencing, essay writing etc.
